Most halls are all-inclusive, meaning that you don't have to worry about bills. You should apply as soon as possible as there's a lot of competition for them.
Halls are a good way to make friends quickly, as everybody is in the same situation as you.
Your university's accommodation office should have a list of available accommodation, including flatshares. There are also websites dedicated to student housing.
Quality of student housing varies, don't get lumbered with a dump.
If you're looking at a cheap alternative to solve your accommodation problem at university, you could choose to study somewhere closer to where you're from and live at home.
